Robert Stluka is owner and chief consultant of Texas Government Consulting, Inc. With over forty years of combined professional experience in both the public and private arenas, Robert brings a unique range of skills to support his clients' needs.

Government Relations. Represented clients in multiple capacities before Federal, State, and Local government elected officials and regulatory agencies. Experienced with a variety of issues including: business-related legislation/regulation, land use/development coordination, and infrastructure initiatives (communications, transportation, and water).

Business Development. Assisted clients in identifying and qualifying business opportunities in the local government sector marketplace. Designed marketing strategies to help companies sell to government while facilitating contacts between clients and key decision makers. In addition, supported businesses in the preparation of marketing materials and proposals in response to RFP's, RFQ's and/or RFI's.

Training. Provided knowledgeable expertise and guidance to businesses in managing the complexities of selling to government. Coordinated relevant and practical sales coaching/training programs designed to help clients attain sustainable, profitable growth in Government sales.

Politics. Managed local government process and issues while working in the elected government roles of City Councilmember and Mayor. Also served on numerous national, regional and state-wide local government organization committees. Applied strong leadership throughout to address complex problems and enhance policy to affect positive change.

Management/Organizational Skills. Developed and implemented strategic planning process for non-profit boards and local governments as well as organizational performance review for local governments. Recruited and managed top-level volunteers and board members for a diverse group of organizations.

Public Involvement. Directed and executed an array of community involvement, awareness, and education efforts. Professionally trained in a method of identifying and involving stakeholders in a process to develop consensus.

Economic Development. Assisted in the planning, directing, supervising, and coordinating of economic development strategies and activities. Acquired economic development funding through the State Enterprise Fund and Emerging Technology Fund financing programs. Experienced with numerous economic development tools including incentive packages and the use of 4A/4B, TIF's.
